If your existing plumbing lines are made of CPVC (plastic), adding an outdoor spigot or a second spigot is simple. This is especially true if your existing spigot isn't convenient for watering particular areas. Simply install the new spigot on an exterior wall and connect a piece of existing cold-water pipe with 12" CPVC water pipe. Drilling a few 3" holes in the floor is the most difficult part of installing a new outdoor spigot since water lines typically run beneath the floor. I advise installing a new cold-water line beneath the floor, running it to the spigot, and splicing it into an existing cold-water line. The spigot should be installed immediately above floor level. This splice or connection to an existing cold water line should ideally be made at the sink in the kitchen or bathroom. Considering that no cuts may be made between the curb/meter and your main shut-off, it is possible to splice the new water line leading to the outdoor spigot into the old cold water line at any point. Make sure to splice in the new line above the main shut-off if you will be anywhere near it and cutting an existing line in the process.
